Florida Down Payment Assistance Programs: How Hometown Heroes Can Ease Your Monthly Costs
You may not need 20% down
Picture a third-grade teacher in Orlando. Steady paycheck. Good credit. A folder full of saved listings. And about $6,000 in the bank, because someone told her years ago that she needed 20% down.
So she waits. She keeps renting. She keeps saving for a number that keeps moving.
(This is an example, not a real client. But I hear versions of this story all the time.)
Here is the good news. Florida has more down payment help than most buyers realize, and it is not all the same. Some programs are for certain jobs. Some are open to almost anyone. Some you never pay back, and some you do.
In the next few minutes, I will walk you through the honest pros and cons of Florida Hometown Heroes, plus the other programs I can use for you, so you can decide what fits your life.
Here's what I want my clients to know
- Down payment help is not one size fits all. Some programs cover the full 3.5% FHA down payment. Some also help with closing costs. Some are forgivable. Some are repayable second loans that still cut the cash you need upfront.
- No single program fits everyone. The right one depends on your job, your credit, your income, and the loan you use.
- A short call with me shows you which one fits and what it does to your monthly payment.
Florida Hometown Heroes in plain English
Florida Hometown Heroes is a state program that helps people who work in Florida buy a home to live in. It has two parts. First, a first mortgage with a competitive interest rate, reduced upfront fees, and no origination or discount points. Second, help with your down payment and closing costs.
One quick note: NEXA Lending offers this program through a lending partner, and I will guide you through every step.
What can you get? Up to 5% of your first mortgage, with a minimum of $10,000 and a maximum of $35,000. That help comes as a second loan at 0% interest with no monthly payment. You pay it back in full when you sell, refinance, transfer the home, or stop living there. It is not forgiven.
Who qualifies. You need one of these:
- A full-time job with a Florida based employee as a health care worker, school staff member, first responder, public safety or court employee, or child care worker
- Service in the U.S. military or reserves, the Coast Guard or its reserves, or the Florida National Guard
- A veteran employed full time by a Florida employer
Only one borrower on the loan has to qualify. Not sure if your job counts? Check the2026 eligible jobs list.
The other rules.
- You are a first-time buyer under the IRS definition, which means you have not owned and lived in your own home in the last three years
- Your credit score is 640 or higher
- You complete an approved homebuyer class
- You work with an approved, participating lender
- Your home price and your income are below the limits for your county
- The home is your primary residence
The honest pros and watch outs
I want you to hear both sides before you get excited or discouraged.
| What is great | What to watch |
|---|---|
| Less cash to close. The help covers part of your down payment and closing costs | It is only for listed jobs at Florida based employers |
| The second loan has 0% interest and no monthly payment | You need to be a first-time buyer, have a 640-credit score, and stay under your county's price and income limits |
| The first mortgage has a competitive rate, reduced upfront fees, and no origination or discount points | The second loan is not forgiven. You pay it back in full when you sell, refinance, transfer the home, or move out |
| Works with FHA, VA, USDA, or conventional loans | You take a homebuyer class and finish extra paperwork |
| Extra benefits for people who have served | It is not stand-alone help. It comes with the program's first mortgage through an approved lender, so we compare that rate to a regular loan |
| The list is wider than most people expect | Funding is limited and can run out. Lawmakers set aside $50 million for the program in 2025 |
The watch outs are exactly why I run your numbers before you commit to anything.
Will it really ease your monthly costs?
Here is the honest answer. Hometown Heroes can help with your monthly budget in two ways. The first mortgage comes with a competitive rate, reduced fees, and no points. And the down payment help is a 0% second loan with no monthly payment, so it does not add another bill.
But I never promise a lower payment until I run your real numbers next to a regular loan. Your rate, your price, and your loan type all matter.
Here is the other half. Money left in your bank account is money that protects your budget. Owning in Florida comes with costs like:
- Homeowners insurance and property taxes
- Higher electric bills in the hot months
- AC checks, yard care, and repairs
- Hurricane season prep
- HOA or condo fees
Keeping a cushion after closing can help you handle all of that without stress. A few habits I like to share start a home emergency fund, even a small one. Plan for summer electric bills. Review your budget once or twice a year.
The goal is payment that still feels okay if taxes or insurance go up.
Other Florida Housing programs you may not know about
Hometown Heroes gets the headlines, but Florida Housing has other help too. Each of these comes with Florida Housing's first mortgage through an approved lender, and most have income limits and a first-time buyer rule.
- FL Assist. Up to $10,000 as a 0% second loan with no monthly payment. It is not forgiven. Income at or below 120% of your area median.
- Homebuyer Loan Program second mortgage. $12,500 at 3% over 30 years, which comes to about $52.70 a month. That payment counts in your debt-to-income ratio. Income at or below 140% of your area median.
- HFA Preferred and HFA Advantage PLUS. 3%, 4%, or 5% of your loan as a forgivable second loan, forgiven 20% a year over 5 years. It works only with a conventional HFA Preferred or HFA Advantage first mortgage. Income at or below 140% of your area median.
- Homeownership Pool. Help for buying from a participating builder, up to $35,000 as a 0% deferred second loan. Builders reserve the funds, so it first comes, first served. Income at or below 80% of your area median.
Not sure which of these you might fit? That is what the quick check at the end is for.
Down payment programs I can offer through my lending partners
Now the part most buyers never hear about. Through NEXA Lending, I work with 300+ wholesale lenders, and several of them have their own down payment programs. They are not limited to certain jobs, and many do not require you to be a first-time buyer.
Here is what I see across them:
- Most are built for FHA loans. They pair an FHA 30 year fixed first mortgage with a second loan that carries the help.
- Help usually runs from 3.5% to 5%. The 3.5% option generally covers the FHA minimum down payment. The 5% options may also help with closing costs.
- Credit scores start around 580 to 620, depending on the program.
- Many do not require a first-time buyer. If you have owned one before, keep reading.
- The home must be your primary residence, and you cannot get cash back from the assistance.
Down payment help usually shows up in one of three ways:
- A grant. Money you never pay back.
- A forgivable second loan. No payments, and it goes away after a set time if you stay and pay on time, often 36 months. If you sell or refinance yourself too early, you may have to pay it back.
- A repayable second loan. You pay it back, usually over 10 to 15 years. It still lowers the cash you need to get to the closing table.
Programs and terms change by lender, county, and credit profile. That is why I match you to the right one after a quick look at your full picture, instead of forcing you into one.
Side by side
| Program | Best for | Typical help | Do you pay it back? | Main watch out |
|---|---|---|---|---|
| Florida Hometown Heroes | Florida workers in eligible jobs who are first time buyers | 5% of your first mortgage, $10,000 to $35,000 | Yes, in full when you sell, refinance, transfer, or move out. 0% interest | Job list, first time buyer rule, 640 score, county limits |
| FL Assist | First time buyers with moderate income | Up to $10,000 | Yes, later. 0% interest, no monthly payment | Comes with Florida Housing's first mortgage. Income and price limits |
| HFA Preferred and HFA Advantage PLUS | First time buyers using a conventional loan | 3%, 4%, or 5% of the loan | Forgiven 20% a year over 5 years | Only with a conventional HFA first mortgage |
| Partner grant | FHA buyers who meet the grant rules | About 2% to 3.5% | No | Eligibility rules, such as location or income. Around a 620-credit score |
| Partner forgivable second | FHA buyers who need up to 5% and plan to stay put | 3.5% or 5% | Not if you stay and pay on time, often 36 months | Selling or refinancing early may mean paying it back |
| Partner repayable second | FHA buyers, some with scores as low as 580, who need the down payment covered | 3.5% or 5% | Yes, usually over 10 to 15 years | Adds a monthly payment, and the rate is often higher than your first mortgage |
